Don't be so sure about that. There is much more to putting in commuter rail service than going out to the train store and buying locomotives and passenger cars to run on existing freight railroad lines and slapping down some asphalt for park-and-ride lots.
I have managed a couple of planning studies examining the feasibility and costs to start up commuter rail in freight railroad corridors. They are not cheap.
While it may cost less to put in commuter rail than light rail, commuter rail, on a cost per rider basis is more expensive to operate than light rail.
