That's right. But I also look at it as how it supports the larger community form. More than just numbers, though they're necessary to make it work.
Conventional commuter trains are useful for managing traffic but they don't do much for supporting denser, more urban development because they don't (usually can't) run often enough. Frequent service does, but requires a different kind of system. LA was lucky that the Gold Line became available when it did, because it is in the right place to be useful as urban transit. Also, it took some foresight among the politicians to buy it all at the time - something often not supported by the no-government and anti-rail types.
