The Coulee city line is not designed for the heavy axle loads and lateral forces that those SD45s place on the rail in the curves. Curves and six axle power do not mix when on the light rails on a branch with questionable tie conditions.

BNSF had a ban on six axle power for just this reason, they also did not run trains if the during the spring thaw for 2 to 4 weeks.
