I was at the loop several times last year with no problem. However, UP had a person at Bealville in the large area to the left of the crossing (heading down towards Caliente). He said that the whole area on either side of the road was private property and that it was not ok to be there. It is my guess that eventually the loop may sooner or later, become 'off-limits'. This is a sad state of affairs. I too would like to be updated as to what will be happening. Fortunately, there are many places to get good pictures from public access areas.
