It's part of a set of events honoring the role of Chinese laborers in building the transcon.

From headsupnorcal:

A special UP sightseeing train celebrating the Chinese builders of the Central Pacific will run Oakland to Reno on Saturday 5/16, and return Sunday 5/17. The linked site above says it will be an 8 car train.
