Possibly it should have read if any other railroad or agency has a cross platform connection, in other words, if any train wants to stop for the picking up and dropping off of passengers, it would make the whole thing a more viable proposition.

Of course, you knew that what was intended and with todays rail attitude, anything may happen. Who'd have thought Santa Cruz railroading would even get this far a few years ago.
