The NTSB report can be used in a court and thus checking time stamps from both the provider but also the individual towers are needed in a court of law. This requires a subpoena in NY and NJ. A simple time from the provider doesn't help the prosecutor. A time from a provider and the cell towers now that is evidence. The NTSB does things on their time frame and are not known for covering up or rushing to judgement. They just wait until they have turned over every stone.
