They probably are trying to determine if the time zone is correct. I read an NTSB report some time back where the raw data received was labelled as being UTC time but it wasn't; the adjustment had already been made. Unaware of the discrepancy, the NTSB initially made another adjustment for UTC and it caused a lot of grief during the investigation. Don't remember if this was aviation or rail.
