The PRR did switching in Baltimore? with storage battery monster tractors the were shaped like steeple cab locos- sort of. They had solid tires on cast iron disk wheels. Probably didn't have power steering -OUCH on cobblestone pavement.
They were replaced by rather large pnuematic tired vehicles adapted from construction equipment- say Hough Payloader without the bucket. Neither were hi-rail and were apparently meant to run around cars in the shortest possible space in close quarters, tight curves etc.
