Partisans of 3rd rail light rail would usually cite the Docklands RR in London or HART.
Versatility is the hallmark of light rail IMHO. While a segregated ROW is always desirable real light rail can run in the street if need be. There are a lot of hardliners critiquing LA light rail as ineffectual and who want to blow it out with some version of a BART for LA. In my estimation the PE basically had it right from the beginning - you just have to find the money for upgrades as time goes along.
Their biggest complaint seems to be the Long Beach line with its grade crossings. I guess the "Manhattan" thinkset crowd would want a trench or aerial. I see elevateds as noisy and blighting even tho they are fast. If you elevated the entire Long Beach line you might as well go full HART and driverless.
I am thinking some grade separation ought to be possible there but I have never seen or ridden the line. Is it hopeless?
