Petaluma wine distributor spur reconnect?

Today, behind Adobe Creek Distributors on N. McDowell Blvd in Petaluma- adjacent to Lagunitas Brewery- a work train was dumping some used rail alongside the brand-new main. BUGX 1322 was followed by 4 Herzog flats and a Deere loader of some kind. I saw them pull three 200' (approx) lengths of used rail off the flats. It was interesting to see how difficult it was for them. It took a long time. I observed no signs of grading or anything else. Just the rail.
Adobe Creek has a disconnected, long-unused spur. Perhaps they're going to reconnect it? The other possibility is that this is for Lagunitas. Either way, I was under the impression that SMART is unfriendly toward new freight business...?
