All sources and several on these threads indicate that Alameda County owns the former SP ROW. Remember this was, if I recall correctly, abandoned, at least partially scrapped, and then rebuilt.....
I also had a question on the portions of the ROW that are affected by the ACE/UP proposed improvements....
How much of that overlaps the segment that is being operated?
Where there is "overlap" is there sufficient clearance for a third track, or second track (as the case may be by segment)to accommodate the ACE/UP needs?
Those who are in the belief that you could see a largely volunteer staffed "tourist" operation "share", even on the weekends, an operation mainline segment with UP freights or much needed ACE weekend services, is probably going to be very disappointed. The FRA, the PUC, the operators involved, the agencies involved would almost certainly never allow it...and the implications of having "volunteers" qualified and certified to allow that also raises a whole slew of liability concerns.
Remember, the sky is always falling somewhere, our job is to make sure it isn't falling on us, by finding solutions before that happens......
