As a side note, the Capital Corridor JPA is thinking very long term about taking over the UP alignment entirely between Sacramento and Benicia, and reconstructing the old SN ROW for UP. It's a pipe dream that they estimate will cost billions, but they are thinking about the impact long term of sea level rise from climate change.
Here's a good video from a meeting at SACOG last year that covers the CC JPA plans, the San Joaquin JPA and ACE's plans, along with the much maligned HSR. It's an hour long.
