I suspect the basal motivation was to retain the tunnel for the future and that the $60mil was the only way to do that. Does seem high.

SMART needs to be converted to electric light rail and perhaps this can fit into it tho I tend to favor BART-style terre brulee down 101 to create a brand new ROW to Marin City from Larkspur.

Ditch the freight and hold the nostalgia. NWP freight cannot pay for itself and needs to go.
