Nobody is suggesting the PE should have remained unchanged. The only difference between then and say when the Long Beach line was ressucitated is public agencies and public monies. That could have easily happened in 1953 - SF Muni was established in 1912.
Had the "nationalized"(public owned)PE been given a modicum of public financing and moral support it would have been providing modern electric rail transport all these decades. Certainly some of the freeways could have incorporated ROW's for a pittance relative to today's bloated costs.
The highway lobby wanted to destroy all public transport - they were even attacking the need for the NYC subways. Forget PB worship - that outfit is just in it for the money - when the next gadgetbahn(like automated electric cars)comes along they'll be lobbying for tearing up rail lines, just like contemptible and loathsome Jesse Haugh.
