As to using an industry's spur "for free" to store cars, that isn't the case. Most all Industry Track Agreements contain a clause that the "railroad can use the track if not to the detriment of the industry". So long as there is a turnout in an active track it must be inspected and maintained. "free" use of the track offsets the maintenance / inspection costs which would normally be billed to the industry whether or not they use the spur.
NO, shortlines aren't perfect and in many cases (maybe even MOST cases) if you weren't dealing with an active shortline you would be dealing with a JOGGING TRAIL!!!
The challenges facing shortlines get more involved all the time whether it is parts availability to keep those vintage units operational, local governments (read small towns) trying to regulate us, soaring fuel bills and demands placed by our Class I connections.
Yes, we're evil because we have to make money to pay our bills.
