Since most of the shortlines I deal with have some sort of a surcharge we have been paying, are you saying these might not be valid charges?? (Even if they appear in the short line's published tariffs?) Are you saying that the surcharge that Watco imposed on the PCC lines (P&L and CW) were done with the blessing of BNSF and or BNSF had to give their O.K. first? What about switching charges then? Getting mixed signals from what you folks say and what my billing statements say.
