It is, and it's usually the ones who are totally clueless regarding the subject, have never done a damn thing about it (much less even paid any attention to it) and who want to show that they're "doing something" (despite not having a clue as to what, if anything, needs doing) who come up with this crap just to score points with those of their supposed constituents who may vote for them (the 2016 elections aren't all that far off, after all). They'll forget about this as soon as the current concerns and media hype (which fueled those concerns) dies down and find something else to make noise about.
