Thanks Mike for the clarifications.
As I understand the the EIR was required for the issuance of the California monies. Since these monies were directed to the southern end of the line the only EIR required was for the southern end. I also agree that the STB has embargoed the line not authorized abandonment of the line, therefore, the only outcome of any action by Novato is to stop the California monies, but, they have no impact on the resumption of service or the level service once it is restored.
Do I understand Bit's comment to say regardless of the final court determination, Marin will pressure state legislators to stop service they do not regulate?
