Boards are, of course, not supposed to represent the interest of the organization, but are instead the representatives of the shareholders or stakeholders. Public agency boards are often facinating creatures, where you'll get board members who are actually quite devoted to the destruction of the agency whose board on which they sit. I'm thinking of the last Seatle Monorail board as example.
My question is then, by what mechanism or bylaw is the NCRA board constituted? Is this available online anywhere?
