Per Gustafson's and Serpico's "Coast Lines Depots: Valley Division," pages 192 and 221, Santa Fe used SP's Oakland Pier 1918-1920 (under USRA mandate) and 1933-1936. I'm not clear whether Western Pacific used the Pier during 1918-1920 also, but they definitely did so beginning in 1933. WP's "Zephyr" used the Pier at least in its earlier years; it may have used it up until the facility closed, but I haven't found a reference yet.
