Is the one for Sygnet/Brookville a Tier 4 engine? If it was delivered before the Tier-4 mandate became effective, that might be a difference from the Siemens unit. The QSK-95 has been offered by Cummins for several years, though not many (so far, apparently, two?) have been built.
Cummins uses SCR and diesel exhaust fluid to meet Tier-4 emission standards. That's the simplest way to do it, but most Class 1 railroads don't want it. GE appears to be able to achieve Tier 4 without it, after a lot of development and testing work (let's hope there's not a VW tweak in there someplace) that EMD/Progress is really just getting started on. Use of SCR means that the Cummins/Siemens units are not suitable for general Amtrak use; they're limited to regional and commuter use where they return regularly to maintenance yards for fluid replenishment. The initial purchase is, of course, by states for state-supported regional trains, not by Amtrak.
