I am a confused by your comment that they are not suitable for regular Amtrak service.
Since the fuel and exhaust fluid tanks are sized proportional to consumption they need to be filled at the same time. If you are going to use these engines you will have refilling facilities. The exhaust fluid storage need be only 5% to 10% the size of the fueling facilities and without the flammability hazards.
It might be easier without using urea, but if it the the cheapest way they will adapt.
