Coos Bay Sub Question

If CORP decides to file for abandonment of the Coos Bay
Sub, from what I've learned here, they must show that there
has been no traffic for 2 years. How can they show this if the
only reason there will be no traffic for 2 years is a
safety embargo imposed by the railroad?
