Blame is a matter lawyers argue to assign liability and attemtp to recoup damages. What did change for the better after these incidents better equipment and better security, certainly imply some potential degree of fault on both sides. More important, and sometimes a rare thing in the RR industry in that era, it recognized "lessons learned", and changes were made.
