Its my understanding that the EIR was completed to at least Windsor. This is the first portion of track to be reopened Lombard - Windsor The issue concerns the requirement for a a full EIR to Eureka - Arcata. There are no plans to go beyond Windsor anytime soon. Friends of the Eel and others opposed ,need to calm down. The reopening to Willits would not be justified without the reopening of the quarry at Island Mountain. It would take hundreds of millions of dollars of private money to repair the line to Island Mountain . Unlikely any time soon . Lets see if the operator can make a go of the Windsor portion (three trains a week) before freeking out about a train that may or may not traverse the Eel river canyon. Please correct me if I'm misinformed about the EIR process.
