Foreign Power On Sunset Route?

While camping near the Sunset Route at Salton Sea last week I noticed a lot of Foreign locomotives running with UP engines. Kansas City Southern, Norfolk Southern and CSX. Can anyone give me some information on this? IM assuming its run trough's but where are they interchanging at? Kansas City? New Orleans or Dallas? How does KCS get into the picture here? Thank-you in advance.
