Maybe it should not only be K-Rail along the road, but also treat it like a rock slide zone for the railroad - some kind of detectors wired into the signals. While the current level of traffic isn't enough on the railroad to really justify something like that, all it would take for an eye-popping disaster is one truck or car flying onto the tracks when an Amtrak or Metrolink is too close to stop after the usual somewhat delayed notification (CHP doesn't always remember to call the railroad until well after somebody's on scene, and sometimes calls the wrong one).
