By all indications Ed Lee and the SF establishment have already committed to broad gauge down Geary, betraying Muni and TWU 250A.

BART and its unions dominate Bay Area transit and no entity is more effective in hoovering up funding.

Its manifest destiny - enabled by its tool, MTC - is to marginalize the other transit ops by taking their patronage and starving them of funding and get a handle on any potential rivsls like Caltrain or PBCAHSR.

Its only notable loss recently was the ex-SP ROW to Caltrain-hsr. There is still a chance hsr could implode and BART would jump in, promising PAMPA a subway that would free up lots of now quite valuable real estate.
