Ballast on Milwaukee trestles

I have noticed several Milwaukee Road trestles are ballasted like regular roadbed, why was this done and did any other railroads do this? Some of these are the Benewah Lake viaduct, the bridge in St. Maries, ID, and I believe the trestle at Lombard, MT
