Expect ongoing controversy surrounding SMART, all revolving around the passenger counts, unknown and hard to predict.
The bike lobby might be thinking long term, say, if SMART fails and what would be the fate of the ROW. Of course that also involves the solvency of the NWP. I would assume some sort of taxpayer uprising over subsidies and red ink, especially of a private op.
And then there is GGT and how it fits in. Not to mention the upshot of grade crossing fatalities on maximum operating speeds.
Give this thing a couple of decades to somewhat sort itself out. The insiders and their cronies are just learning about what is rail transit. This is their first layout.
In the interim BART Vader waits patiently in the wings.
