Skunk Train Tunnel 1 Update?

Does anyone know what the future holds for Tunnel 1 and the Fort Bragg to Northspur repair? I had bought tickets to ride both ends of the Skunk route a year ago. They offered a full refund or a voucher in June of last year. I haven't heard any news since then. Maybe tunnel one will be mothballed? Any news would be appreciated.
