Yes, I agree the primary problem is stupidity. But, a secondary problem is news coverage.
Unfortunately, [almost] no TV or radio station or newspaper is willing to say that the reason people get hit by trains is because of their stupidity.
Instead, the coverage of a local TV station of such an incident is more likely to be along the following lines: "Oh what a terrible thing happened at location X. This person got hit by a big bad train."
A few -- very few -- news outlets will actually get someone from Operation Lifesaver to comment on such an incident. OL people face some legal restrictions as to what they can say, but at the very least, they can say that people don't belong on railroad rights of way.
