Introducing a communication-based signalling system does take its time. That's the experience where it was really a "first" (ETCS Level 2 in Switzerland, for example).

ETCS-related issues are now down to maybe once per month on the two lines where it is productive. The newly installed ETCS L2 system for the Gotthard Base tunnel, a way more complex configuration with multiple ROCs has a problem maybe once a week (where trains are considerably delayed, or have to be cancelled) (but that is on a line with way more than 100 trains a day per direction). To make things more difficult is that the On Board Units are from different vendors, and software updates and their certifications do take time.

Things should be sorted out by this summer when a preliminar operation through the tunnel will start (some freight, some passenger trains).

So, PTC does get improved, and by looking a the graphs, the situation has been improving in the last few months anyways.
