ETCS Level 2 uses GSM-R for communication, and Balises (aka track beacons) for updating the exact position of the vehicle (and being on the particular track, there is no confusion about on which track the train operates). It does not rely on GPS for positioning.

GSM-R may eventually become obsolete and replaced with some kind of LTE-R.
