Even some museums have strict rules, especially since you may be hualing passengers on a short ride. One of my cousin's volunteered at a couple RR Museums and she thought it was a lot to learn, etc just to run a loco on about 5 miles of track. Main thing they drilled into every one in the classes was safety and oporate like an eactual railway. One of the things she remembered most is the instructor saying people are stupid around RR tracks, even with all this OLS compaign, etc.
