I think the correct term for this "whiteboard" is "louvers" (or air-intake louvers).

Alst(h)om puts them on the side of the locomotive, and the air flows then through the electrical equipment and the motors. Main air exit is towards the top.

Other manufacturers have the air intake at an angle at the top of the side of the carbody, and the main air exit is towards the bottom.

Air intake from the side gives a bigger area, but is more prone to the wrong kind of snow.
