The "Communicating Vehicle" is coming - and they can not only talk to each other but also to roadside equipment and maybe even the road itself (sound like PTC?). Presumably, one of the key points will be automatic speed limit compliance, as well as other adjustments for conditions. If you don't have a communicating vehicle, eventually you will not be allowed to drive it or will be limited to certain locations and perhaps times of day. The Borg has arrived. Until, one day, The Machine Stops.
