Has BNSF given up double tracking Spokane to Pasco

Was in the Cheney area this past weekend and noticed that BNSF appears to have gathered up roadbed ballast spread out on the right of way created for the second main through Cheney and has it stacked in several large piles along the line. Last time I was through Cheney this rock was in place waiting for track to be put on it. Now it appears it has all been scooped up into these piles. Has BNSF decided no to do any further double tracking between Spokane and Pasco??
