Had no idea that those sidings pre-existed. It seems that one summer (while visiting the Grandparents) they were just there, I hand't noticed them before during previous summer visits. And I was a fairly serious railfan as a kid back then.
I have heard about the MRL deal, but I thought their pullout was due to BN pressure. BN didn't want to lose the MRL overhead traffic via Pasco. The fact that BN had the Moscow to Arrow line in limbo for nearly two decades attests to some desire to prevent any viable rail traffic on that line. And MRL had to find a way to convince BN to grant them trackage rights from Napa St to Marshall just to access the P&L tracks.
Are you sure that MRL was proposing 5 unit trains per day, or was that total trains per day, or maybe 5 unit trains per week?
