If they really are potheads or methheads, what makes anyone think the military will take them - or even should. They won't put up with it either. And should't; too much is at stake!
And even if they did manage to get in, expect them to wash out with a general discharge (or worse) by the end of boot camp or very soon thereafter unless they really clean up their act - and quick. I've seen it happen - a lot! The modern military is much less tolerant than even the railroads. In fact, is is the least tolerant of all possible futures - about any sort of hanky-panky!
The cold hard fact is that the military is a very disiplined and spartan lifestyle; and very tough. Railroading may not be as spartan, but in most respects, it is just as tough.
Any kid who can't control himself (for life) and fully dedicate himself to his duties, is way too damn soft for either railroading or the military.
