Keep in mind how short the Alameda Corridor is (16 miles) and the travel times:

At 40 MPH, about 24 minutes.
At 70 MPH, about 15 minutes.

From a cost-benefit standpoint not much is gained by running at 70 MPH. With congestion in the harbor and LA Basin, getting through the Alameda Corridor faster means you'll be stopped for a longer period once you get out of it.
