IF
The non dynamic brake engine was wired with that feature.
Early diesels were custom built to each railroads specifications.
The order or electrical print for that particular engine will will answer your question.
One nightshift in 1995 while working as an electrician at Interbay on the BN. I was called out to the Mainline by the Smokehouse to make the cuts so the Soo Line SD-40 could be removed from the point and replaced by a BN SD-40-2. The engineer was happy getting more Terminal Time but was P/O at the power desk for sending it out first on the consist as it did not even have a Dynamic braking handle on the control stand. Going down the hill and thru Chumstick without dynos would have been challenging to say the least.
