Vallejo is gone. [www.altamontpress.com]

At least in Vallejo RA/Fortress is not implicated in the shutdown and soon-to-come abandonment. Others had the lead (a certain bankrupt city and a collection of build-and-run developers). The RR simply responded to the end of business possibilities at that location. I do think that 5-10 years from now Vallejo will rue the day they chased the RR out of town.
