I'm quite sure the State of Oregon could find a temporary operator for the Coos Bay line; a good start on tunnel repairs could be made with the money the State has withdrawn from the new Roseburg Yard project.
A drive through Roseburg on Saturday, May 24, revealed that the new yard, located North of town in nearby Winchester, has been graded & a sub base of ballast leveled. Several more piles of ballast were seen, as well as 2 stacks of ties. No construction equipment on site, however.
I also watched the departure of the Northbound Hauler to Eugene; all Union Pacific road power with a CORP GP - 38 DIT, and a good - sized train of mostly lumber & some general freight cars.
Other observations included several complete semaphore signals laying in the maintainer's compound; also a set of semaphores still @ trackside ( with blades bagged ), 2 - 3 miles South of Cottage Grove.
