Can't figure why it makes sense to spend 100 GRAND to bring the track from Excepted to Class I just for storing cars. Only real difference between the two is gauge on curves and on Excepted you don't have to fix defects you find that apply to Class I.

Don't believe empty tank car storage would trigger the "five or more cars" requirement on Excepted track but then the OPR does not deal with hazmet and I may be wrong.
