I would think a far better investment pkge would be the redevelopment and restoration of Coos Bay Harbor and the railroad linking it to Eugene, OR and the U.P. I-5 Corridor mainline.

Coos Bay Harbor's Bigger, in better shape, and deeper, than Humboldt Bay, and the shorter railroad doesn't require a total rebuild to put it back in operation.
