Well, Coos Bay's RR does actually need a rebuild, but it's been idle for less time than NWP and is a lot shorter. Problem is, with both of them, that they don't feed directly into an E-W mainline very well. Coos Bay goes to Eugene, then what? Move traffic thru Portland? Eureka via NWP is an extra couple of days to Fairfield compared to bringing it in thru Oakland. OAK and barge transfer to Stockton/Sacto for containers (or direct Sac/Stockton for bulk product) would be competitive. Yes, I think the Eureka port could be improved, and NWP has some (if not great) potential for moving non-time-sensitive traffic, but it's more likely that any containers would be trucked over the mountains or used locally.
Oh yes: OAK and LA-area ports are having BIG problems related to air quality. Do you think Eureka-area folk are ignorant of the effect of more than a few ships calling there? Let alone the RR diesel emissions (which can be controlled at some significant cost).
