When you consider that every line is different and that there are no industry wide standards, no, it really wouldn't be any faster.
As for doing things at the same time, there's a reason you don't do many of these things concurrently. The first is manpower. The second is budget for employing said manpower. The third and probably most important is the old razor of not changing two things at once. It's a lot harder to troubleshoot if you tackle it all at once. And given how many things *always* go wrong during installation, it's better not to rush it. On another project in the region the signal system is so new that even the manufacturer's field techs doesn't understand it. This is typical of the bleeding edge kind of stuff that modern transit uses.
As the old saying goes, haste makes waste.
