Usually we refer to "right" and "left" as viewed from INSIDE of the locomotive cab looking toward the front.

You are correct for U.S., Canada, and Mexican steam locomotives the Engineer is on the right and the Fireman is on the left.

This is still the case with diesel locomotives, although now the Conductor occupies the left seat.

Chinese locos are reversed; the Fireman is on the right side and the Engineer is on the left side.
